November 8, 2000 is approved the legal framework for the implementation of the integrated system of assistance and social services. On 13 November the same year sees the light 328/2000 in the Official Gazette. 110 years had elapsed from the Crispi Law (Law n.6972/1890) and never any Parliament and the Government had failed to indicate any law with the rules within which they were to perform personal services.
In recent decades was attempted, but with negative results, to respond to citizens and workers who felt the need. We thought the regions, by virtue of the powers and responsibilities that the state, after 1970, had passed on to them, to "damage limitation" shall adopt laws for the reorganization of social services. There was no in a framework law to 'draw' the frame within which they were written rules and regulations to restore dignity and authority in the field of assistance and social services. The framework of the law appeared and answered the need to overcome innovative welfarism which was provided to the individual needs of citizens. Practitioners and social workers came from the condition of subordination and residual where they were confined to their professional performance. 328 The law has placed a full service office within the broader social policies that included, in particular, active labor market policies, pension and healthcare systems. The powers were transferred to the Regions and local authorities while the state had been particularly two prerogatives, the exercise of which would have allowed the Regions and other stakeholders to work to safeguard national unity and ensuring the smooth conduct of their responsibilities. At first he would provide the definition of LEA (Essential Levels of Assistance), the second transfer of economic resources concentrated in the Social Fund specifically established by law. After 10 years, is still waiting to be set the LEA. With regard to the Fund has assisted in the years to a gradual and continuous draining of resources allocated to the Fund, until the scandal of the share paid for 2011 from the 'law of stability': only 75 million euro from the beginning of the year one billion 2000! It is evident the very low attention that the government turns to what makes up the solidarity necessary for the welfare of the citizens, for social cohesion and, ultimately, for the maintenance and growth of democracy. As if that were not enough these days has been proclaimed the strong reduction of monies obtained from 5 ‰, which became the first, 25 ‰, to the bodies and civil society for what they do on behalf of disadvantaged citizens: from 400 to 100 millions!
This is yet another blow to the nonprofit sector, as claimed by the spokesman of the Third Sector Forum Andrea Olivero, threatens to erase a sector acknowledged as vital to creating the new welfare model. 10 years have passed and it seems to be back to 100 years back. But the path that can not be canceled, and we are sure, will be better times 'inhabited' by people that no forward-looking economic crisis will turn the hearts of solidarity, as well as narrow and selfish no ideology can prevent generously strive to implement the common good. It would be nice for a general mobilization!
