I think this post is necessary to do some 'clarity about what differentiates a party to a civil list.
In short, a party to the basic ideological concepts (right or left) and its lines of action based on those of national policy.
The civil list is released instead of parties, it is absolutely horizontal (you can participate, regardless policies) and its actions are based exclusively on the troubleshooting of the territory and citizens.
Let me give an obvious example: a national level we see a policy that does not listen to the citizens (and mind you, is on one side or the other) and is extremely cumbersome and inefficient.
Tell the truth: we'd love to see the same situation also reproduced in miniature here??
